The Habibie Center - a Jakarta based think-tank - will be launching a large-scale, 30-month project to enhance available knowledge about violence dynamics and causes of social conflict in Indonesia and develop evidence-based policy advice for government and other stake-holders.
As part of this project, a team of researchers will utilize both quantitative and qualitative data on incidences of violent conflict across seven target provinces to:
a) Develop a Violence Intensity Index to systematically categorize and identify areas prone to violent conflict;
b) Produce regular policy briefs to identify emerging issues related to violent conflict and offer policy solutions to stake-holders;
c) Conduct two large-scale mixed-methods studies in Indonesia, each of which will look in depth at longer-term issues related to violence and its management in Indonesia. These studies will use quantitative data as well as qualitative field data.

Research findings will, in turn, be disseminated through regular publications, as well as in national seminars and regional workshops. Policy recommendations will be socialized regularly to key government counterparts and civil society actors.

As part of its core team, The Habibie Center plans to hire:

1. (one) Research Project Manager.

3. (three) part-time Senior Analysts for the project. Senior Analysts will focus on either; (1) quantitative, (2) qualitative or (3) policy-making, but is expected to have a good knowledge of other project areas.

3. (three) full-time Assistant Analysts for the project.


Descriptions and Qualifications

1. Research Project Manager: National Violence Monitoring System
Location: Jakarta, Indonesia
Duration: 30 months (start September 2011), full-time (5 days or 35-40 hours per week). Initial one-year hire period (extensible based on performance).

Responsibilities:

The Project Manager will have a range of analytical and managerial responsibilities, including:

- Leading the substantive research agenda;

- Managing a team of researchers and establishing mechanisms whereby all staff responsible to all activities under NVMS Program;

- Developing and implementing project work plan, budget, financing and administration of activities;

- Coordinating with donors and government counterparts on project priorities and provide regular updates on progress;

- Ensuring all materials are in-line with Project Development Objective;

- Preparing the evaluation plan and its details to the whole program;

- Overseeing the day-to-day operations; and responsibility to complete monthly report and submit reports in a timely manner.


Qualifications:It is desired that the candidates have a range of qualifications, including:

- A postgraduate degree (Masters) in a social science, or relevant subject area;

- At least five years of experience conducting and managing operational research;

- Demonstrated knowledge of conflict and development issues in Indonesia;

- Professional maturity with strong interpersonal and communication skills and ability to work in a team;

- Strong managerial and organizational skills;

- Fluent Indonesian and English language skills;

- Skilled in various computer applications (Microsoft Office, Internet, proficiency in research software application);

- Experience working with a variety of stakeholders, including local research organizations, governments and non-government organizations, integrity, professional discretion and an ability to interact effectively with diverse partners;

- World Bank/USAID project management experience would be an advantage;

- Ability to commit to the project on a full-time basis.


2. Senior Research Analyst (x3): National Violence Monitoring System
Location: Jakarta, Indonesia
Duration: 30 months (start September 2011), part-time (3 days or 15-20 hours per week). Initial one-year hire period (extensible based on performance).


Responsibilities:Senior Research Analysts will have a range of responsibilities, including:

- Designing and testing a Violence Intensity Index;

- Developing research design for all analytical products;

- Providing quantitative and qualitative data analysis to produce research reports;

- Advocacy of evidence-based research for government implementation through provision of concrete policy recommendations to stake-holders;

- Steering tri-annual policy briefs;

- Liaising between research teams and government bodies;

- Providing substance materials for national seminars and regional workshops.


Qualifications:It is desired that the candidates have a range of qualifications, including:

- A postgraduate degree (doctorate) in a social science, and/or ten years research and policy-making experience;

- Demonstrate knowledge of conflict and development issues in Indonesia;

- Professional maturity, with strong interpersonal and communication skills and ability to work in a team;

- Strong research, writing, analytical and organizational skills;

- Fluent Indonesian and English language skills;

- Skilled in various computer applications (Microsoft Office, Internet, proficiency in research software application);

- Experience working with a variety of stakeholders, including local research organizations, governments and non-government organizations;

- Integrity, professional discretion and an ability to interact effectively with diverse partners;

- Willing to commit at least 3 days or 15-20 hours per week to the project on the premises.


3. Assistant Research Analyst (x3): National Violence Monitoring System
Location: Jakarta, Indonesia
Duration: 30 months (start September 2011), full-time (5 day or 35-40 hours per week). Initial one-year hire period (extensible based on performance).


Responsibilities:Assistant Research Analysts will have a range of responsibilities, including:

- Assisting Senior Research Analysts to develop a research design;

- Collecting and managing data and other information;

- Providing quantitative and qualitative data analysis and producing research reports;

- Responsible for quarterly publications (in English and Indonesian);

- Organising seminars and workshops;

- Liaising with the quantitative and qualitative data teams;

- Designing, testing and updating a "Violence Intensity Index".


Qualifications:It is desired that the candidates have a range of qualifications, including:

- An undergraduate (Bachelors) degree in social sciences;

- Demonstrated knowledge of conflict and development issues in Indonesia;

- Professional maturity, with strong interpersonal and communication skills and ability to work in a team;

- Strong research, writing, analytical and organizational skills;

- Fluent Indonesian and English language skills;

- Skilled in various computer applications (Microsoft Office, Internet, proficiency in research software application);

- Experience working with a variety of stakeholders, including local research organizations, governments and non-government organizations;

- Integrity, professional discretion and an ability to interact effectively with diverse partners;

- Ability to commit to the project on a full-time basis.


General Responsibilities - for all posts:
- Based in Jakarta, with regular travel to regions throughout Indonesia;

- Respect local culture and values;

- Cooperate and coordinate with all stakeholders (internal and external) to ensure good communication, especially related to mechanisms involving the project’s implementation;

- Identifying and building networks with key persons in the regions covered;

- Build coordination with local partners by developing and maintaining good lines of communication and relationships with local authorities and local communities;

- Travel to several conflict areas to conduct fieldwork.
